While building the new Soccer World Cup 2002 stadium, Seoul City attempted to clean up the neighboring world's largest household garbage landfill, vast areas of uncontrolled garbage dumping, covered stream and flood plain areas as well as a 3km long stretch of riverfront of Seoul's major river Han.

Oikos was called in by the mayor of Seoul to coordinate the separate projects by providing a strong vision, new concept structure and new plan. Rather than ordering form in a typical master plan, Oikos focused on ordering process by master principles and connective meta concept.

Upon Oikos' proposal and structure, Seoul City also organized an international symposium inviting world specialists on landfill and landscape regeneration.
